In the circuit court case of Ortiz v. Chappelear, the circuit court determined it lacked jurisdiction to hear an appeal from the juvenile court of an order denying a request to dissolve a protective order. Such an order is not a final order or a protective order within the meaning of Virginia Code Section 16.1-296. The only way a circuit court would have jurisdiction over motions to modify, dissolve or extend a protective order is if the circuit court issued the protective order.
